The arrangement was identical in arrangement to the vendor stock. These chests are invisible or underground for a reason.
To make sure, I went back to Ahkari and bought the dragon bones and they were no longer in the chest. I placed the bones back and Ahkari had some to sell me again. So this proves, to me at least, that Ahkari is the owner of the Dawnstar chest. If this was already known, my bad. I'm still excited that i figured it out myself.
